PolicySoup (“PolicySoup,” “we,” “our,” or “us”) provides access to U.S. legislative information, public domain data, user-generated content, and proprietary PolicySoup analysis. This statement explains how intellectual property rights apply to these materials.

1. Government Works (Public Domain)

U.S. federal legislative texts, bill versions, Congressional vote data, committee reports, and other official government works are generally in the public domain under 17 U.S.C. § 105.

PolicySoup aggregates, indexes, formats, and displays this data. While the underlying data is public domain, our presentation, organization, and enhancements may be protectable.

2. PolicySoup Proprietary Content

PolicySoup creates editorial and analytical content, including:

3. User Content

Users may create content or interact with content via the Service, including content originating from Bluesky or created within PolicySoup. Users retain ownership of their own User Content.

By submitting or displaying User Content on or through the Service, users grant PolicySoup a non-exclusive, worldwide, royalty-free license to display, reproduce, distribute, and otherwise use User Content for purposes of operating the Service.

PolicySoup is not responsible for User Content and may remove or restrict content pursuant to our moderation policies or as required by law.

4. Third-Party Content

Some content may originate from third-party services or partners (including Bluesky/ATproto). Rights in such content belong to their respective owners.

5. Accuracy and Liability

PolicySoup does not guarantee the accuracy, completeness, or timeliness of any data—public domain or proprietary. Legislative data changes frequently and unpredictably.

PolicySoup is not liable for decisions made or actions taken based on information provided by the Service.
