Welcome to PolicySoup (“PolicySoup,” “we,” “our,” or “us”). These Terms of Use (“Terms”) govern your access to and use of the PolicySoup website, applications, and services (collectively, the “Service”).
By accessing or using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service.
1. Description of the Service
PolicySoup provides tools for exploring U.S. federal legislation, legislative activity, and related civic information. Certain features—including bill summaries, analytical “lens” views, and impact explanations—are proprietary and may require a paid subscription.
The Service may integrate with Atmosphere Accounts built on the AT Protocol, including accounts hosted by Bluesky and other compatible apps/providers.
2. Eligibility
You must be at least 13 years old to use the Service. The Service is intended primarily for U.S. users but is accessible globally.
3. Account Registration
3.1 Atmosphere Account Authentication
You may create and access a PolicySoup account by authenticating with your Atmosphere Account identity. You authorize us to associate your decentralized identifier (“DID”) with your PolicySoup profile.
3.2 Email for Subscription Accounts
If you purchase a Pro subscription, we may require a valid email address for billing, support, and account communication purposes.
You agree to keep your account credentials secure and to notify us of any unauthorized use.
4. Subscriptions and Payments
4.1 Plans
PolicySoup may offer Free and Pro tiers. Pro subscriptions may be billed monthly or annually.
4.2 Payments
Payments are processed by third-party providers such as Stripe. We do not store or process credit card numbers.
4.3 Auto-Renewal
Subscriptions renew automatically unless canceled prior to the renewal date. You may cancel at any time; cancellation takes effect at the end of the current billing period.
4.4 Refunds
Unless required by law, all payments are non-refundable.
5. User Content and Conduct
5.1 User Content
The Service may display content created or provided by users, including posts originating from AT Protocol apps and interactions within PolicySoup (collectively, “User Content”). You retain ownership of your User Content.
By using the Service, you grant PolicySoup a non-exclusive, worldwide, royalty-free license to display, reproduce, distribute, and otherwise use User Content for the purposes of operating the Service.
5.2 Moderation
PolicySoup applies a hybrid moderation approach:
Content removed or restricted by AT Protocol apps, providers, or moderation services may be removed or restricted on PolicySoup.
PolicySoup may also apply additional moderation rules to maintain a safe and constructive environment.
We may remove or restrict User Content that we determine to be unlawful, hateful, harassing, defamatory, threatening, abusive, misleading, spam, doxxing, or otherwise harmful. We may suspend or terminate accounts for violations.
We are not obligated to monitor User Content.
5.3 Responsibility
You are solely responsible for User Content you submit or display using the Service.
PolicySoup is not responsible for, and assumes no liability for, User Content or conduct of any user.
6. Intellectual Property
All proprietary features of PolicySoup—including analytical “lens” views, summaries, impact assessments, scoring, and other editorial or interpretive content—are owned by PolicySoup and protected by copyright and other laws.
Except for the limited rights expressly granted in these Terms, no rights are granted to you.
You may not copy, reproduce, distribute, scrape, extract, or otherwise use the Service or its data except as permitted by law or with our written permission.
7. Accuracy and Non-Reliance
PolicySoup provides legislative information, data, and analysis for educational and informational purposes only. We do not guarantee completeness, accuracy, timeliness, or reliability of any data, summaries, or analytical views.
Nothing in the Service constitutes legal advice, political advice, investment advice, or professional counsel.
You agree not to rely on the Service as the sole basis for important decisions.
8. Prohibited Uses
You agree not to:
- interfere with or disrupt the Service;
- scrape, automate, or extract data without permission;
- use the Service to harass, abuse, or threaten others;
- use the Service to disseminate hateful, extremist, or violent content;
- violate any applicable law.
9. Termination
We may disable or terminate your account at any time, with or without notice, for any violation of these Terms or for other reasons at our discretion.
You may stop using the Service at any time.
10. Disclaimer of Warranties
THE SERVICE IS PROVIDED “AS IS” AND “AS AVAILABLE.”
WE DISCLAIM ALL WARRANTIES, EXPRESS OR IMPLIED, INCLUDING WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
11. Limitation of Liability
To the fullest extent permitted by law, PolicySoup will not be liable for any indirect, incidental, consequential, special, or punitive damages, or for loss of profits, data, goodwill, or other intangible losses arising out of or relating to your use of the Service.
Our aggregate liability will not exceed the amount you paid to us in the past twelve months, or $20 if you have not made any payments.
12. Governing Law
These Terms are governed by the laws of the State of Washington, without regard to conflict-of-laws principles.
13. Changes
We may update these Terms from time to time. If we make material changes, we will notify users as required by law.
