Donald Sternoff Beyer Jr. is an American politician, businessman, and diplomat serving as the U.S. representative for Virginia's 8th congressional district since 2015. A member of the Democratic Party, his district is located in Northern Virginia and includes Alexandria, Falls Church, Arlington, and parts of eastern Fairfax County.

This practice has likely been organized, coordinated, and directed by a central authority in the administration. If what the administration was doing here was above board, they would be transparent and honest about it; instead they have been secretive and defended the practice with outright lies. 3/

As Judge Giles noted, the Administration's actions in Dr. Khan Suri's case mirror those in the cases of Mahmoud Khalil and Rümeysa Öztürk. Their tactic of rushing students and scholars to distant detention centers to seek more favorable rulings has now been rejected by multiple federal judges. 2/

Good news. Dr. Badar Khan Suri is in Texas now because the Trump Administration whisked him there to get a more favorable judicial environment to further trample his rights and the Constitution. Judge Giles wisely rejected the administration’s feeble lies and post hoc excuses for its actions. 1/

Judge Giles Rejects Trump Administration Forum Shopping In Badar Khan Suri Case May 7, 2025 (Washington, D.C.) – Congressman Don Beyer (D-VA) today issued the following statement welcoming a ruling by Judge Patricia Tolliver Giles rejecting the Trump Administration’s attempts to remove jurisdiction over the case of Beyer’s constituent, Dr. Badar Khan Suri, to Texas, where it whisked him after he was detained by masked ICE agents outside his home in Arlington, Virginia: “Dr. Badar Khan Suri is in Texas right now because the Trump Administration whisked him there as quickly as it could to get a more favorable judicial environment to further trample his rights and the Constitution. This was blatant forum shopping, and Judge Giles wisely saw through it and rejected the administration’s feeble lies and post hoc excuses for its actions, which as she noted mirror similar behavior in other recent, high-profile cases including those of Mahmoud Khalil and Rümeysa Öztürk. “The Trump Administration’s tactic of rushing students and scholars to distant detention centers to seek more favorable jurisdictions for consideration of their cases has now been rejected by multiple federal judges. Lyons Acting Director Immigration and Customs Enforcement 500 12th St SW Washington, DC 20536 Dear Acting Director Lyons: I write about the alarming arrest and detention of Dr. Badar Khan Suri, a J-1 visa holder and postdoctoral fellow at Georgetown University. Dr. Khan Suri is currently held in Immigration and Customs Enforcement (ICE) custody at the Prairieland Detention Center in Alvarado, Texas, where he has been deemed a high-risk custody detainee requiring maximum security control and supervision. However, Dr. Khan Suri has not been charged with a crime and is a legally admitted visiting scholar with no prior criminal record. The obscure immigration provision with which he has been charged does not subject him to mandatory detention. We urge you to reconsider his eligibility for release and at minimum, the reevaluation of his custody classification. On the evening of March 17, 2025, Dr. Badar Khan Suri, an Indian national with valid J-1 visa status as a visiting scholar, was arrested and detained by masked Department of Homeland Security (DHS) agents outside of his Arlington, Virginia home.' Dr. Khan Suri was charged with removability under 8 U.S.C. §1227(a)(4)(C), a rarely invoked immigration provision allowing the government to seek the deportation of individuals deemed potential foreign policy risks by the Secretary of State." Dr. Khan Suri is one of many visa-holders across the country, like Mahmoud Khalil, Rumeysa Ozturk, and others, who have been targeted amid President Donald Trump's pursual of policies to instill fear and silence dissent on college campuses. Dr. Khan Suri was, within days, transferred to a far-away immigration detention facility in Alexandria, Louisiana and is now being held at the Prairieland Detention Center, 1,300 miles away from his home. He is married to a U.S. citizen of Palestinian descent, with whom he has three children: a nine-year-old son and five-year-old twins - a boy and a girl. The invocation of his removability under 8 U.S.C. §1227(a)(4)(C) does not subject him to mandatory detention, and more importantly, are a violation of his protected speech, viewpoint, religion, national origin, and protected associations.
