Gilbert Ray Cisneros Jr. is an American politician and former naval officer serving as the U.S. representative for California's 31st congressional district since 2025. A member of the Democratic Party, he previously served as Under Secretary of Defense for Personnel and Readiness in the Biden administration and was the U.S. representative for California's 39th congressional district from 2019 to 2021.

There are 125,156 people in the 31st district who receive Social Security. They deserve to live in dignity. Sec. Lutnick and the Trump administration are incapable of empathizing with the millions of Americans who have paid into the system and earned their benefits.
Trump’s Commerce Secretary just said seniors shouldn’t “call and complain” if they stop getting their Social Security checks: “A fraudster always makes the loudest noise screaming and complaining.”
