Julia Andrews Brownley is an American businesswoman and politician who has been the United States representative for California's 26th congressional district since 2013. Now, even though he has both the legal authority and the moral responsibility to act, Trump is refusing to fund SNAP. He could tap into the SNAP contingency fund today, but he’s deliberately choosing not to do so in order to deflect blame for the shutdown Republicans created.
