Gilbert Ray Cisneros Jr. is an American politician and former naval officer serving as the U.S. representative for California's 31st congressional district since 2025. A member of the Democratic Party, he previously served as Under Secretary of Defense for Personnel and Readiness in the Biden administration and was the U.S. representative for California's 39th congressional district from 2019 to 2021.

The Department of Education's proposed rule, omitting nursing as a "professional degree" will shrink the pipeline and undermine access to quality healthcare. We must do more to lower barriers to entry and invest in our healthcare workers.
This week, I had a great conversation with my constituents, NP RNs Melinda and Liza Mae, about the challenges faced by nurses and hospitals today, including recent rule changes that place higher barriers to entry for prospective nurses.
After struggling to get a visitor visa from the U.S. Embassy in Armenia, Tatevik reached out to my office to open casework. My staff was able to help get the visa for Tatevik’s mother to come support her & meet her grandbaby. If you need help with a federal agency, reach out to my district office!
This week, I met with Rio Hondo College to discuss the importance of TRIO programs, MSI funding, and ensuring our students' basic needs are met. I am committed to working for our students to ensure they are able to reach their higher education and career goals.
I met with Mt. SAC this week to discuss how Congress can continue to support the over 70,000 students enrolled at the college. Among the many priorities, I’ve committed to working to protect and expand the Pell Grant, and advocating for greater investments in career education programs.
