It's alarming that the acting director of FEMA wasn't aware until yesterday that DC only has one day's supply of backup drinking water to use if its sole source is contaminated.
I can only conclude that FEMA isn't prepared to respond to this significant risk to DC & the operations of the fed gov.

Aircraft transponders broadcast location information that saves lives, yet the helicopter that collided with a plane near DCA in January had its turned off.

Since January we've witnessed attempt after attempt to destroy the ability of federal agencies to deliver services to the public.
