Robert C. "Bobby" Scott

Robert Cortez Scott is an American politician and lawyer serving as the U.S. representative for Virginia's 3rd congressional district since 1993. A member of the Democratic Party, he is the dean of Virginia's congressional delegation and the first Filipino American voting member of Congress. The district serves most of the majority-black precincts of Hampton Roads, including all of the independent cities of Norfolk, Newport News, Hampton and Portsmouth, and parts of the independent city of Chesapeake. From 2019 to 2023, Scott was chair of the House Education and Labor Committee. He has been ranking member on that committee since 2023.

I toured the Fairwinds Landing maritime operations and logistics facility in Norfolk with @kaine.senate.gov. We received an update on the region’s offshore wind projects and discussed the need to continue supporting Virginia’s growing offshore wind industry.
Joined @kaine.senate.gov for a tour of the new VA outpatient clinic in Chesapeake set to open next month. However, Donald Trump and Elon Musk are putting this facility’s ability to fully serve veterans at risk with DOGE’s hiring freeze and mass firing of VA employees.
Donald Trump and Republicans want to cut Medicaid to fund tax cuts for the ultra-wealthy. Medicaid provides health coverage to 1.4 million people in Virginia. I held a roundtable with doctors and beneficiaries to discuss how we must protect access to health care and save Medicaid.
This is another unconscionable attack on our federal workforce. It’s also right out of the Project 2025 playbook — de-unionization and then privatization. I oppose both and stand with our TSA workers.
Met with AFGE Local 448 President Scott Robinson and union officials this afternoon to discuss the impact of the Trump Administration cancelling their collective bargaining agreement for the TSA. TSA Officers are on the frontlines of protecting our commercial airspace.
He was powerful advocate for universal education and child nutrition, and he also pushed to expand funding to support English as a Second Language (ESL) programs and students with disabilities. I send my deepest condolences to his family, staff and everyone impacted by his loss.
In addition to being a proficient and talented doodler, he was a champion for his constituents and environmental justice for all. He was a fierce defender of unions and civil rights in the workplace.
I was deeply saddened to learn of the passing of my friend and colleague, Raul Grijalva. We sat next to each other for many years on the Committee on Education & Workforce, and I could always rely on him for a sense of optimism and humor while in the midst of some of the toughest legislative fights.
If there is a government shutdown, it will be the responsibility of Republicans who control the White House and both chambers of Congress. It will be a direct result of their refusal to work with Democrats on a bipartisan funding package to meet the needs of our nation.
