Robert C. "Bobby" Scott

Robert Cortez Scott is an American politician and lawyer serving as the U.S. representative for Virginia's 3rd congressional district since 1993. A member of the Democratic Party, he is the dean of Virginia's congressional delegation and the first Filipino American voting member of Congress. The district serves most of the majority-black precincts of Hampton Roads, including all of the independent cities of Norfolk, Newport News, Hampton and Portsmouth, and parts of the independent city of Chesapeake. From 2019 to 2023, Scott was chair of the House Education and Labor Committee. He has been ranking member on that committee since 2023.

I was thankful to serve as a special guest this evening at the Hampton NAACP Rise for Justice: Minneapolis Vigil For the Innocent, where members of the Clergy, elected officials and concerned citizens joined together to mourn the tragedies in Minneapolis
ICE and CBP have demonstrated a pattern of civil rights abuses and excessive enforcement in Minnesota.   DHS has made our communities less safe.   I joined @reptedlieu.bsky.social and fellow Veterans calling for ICE and CBP to stand down.
Today, 15 Democratic veterans are calling for a stand down of ICE and CBP interior operations following the second killing by federal agents of an American citizen in Minnesota.
15 DEMOCRATIC VETERANS DEMAND ICE AND CBP INTERIOR OPERATIONS STAND DOWN

Representatives Ted Lieu, Salud Carbajal, Gil Cisneros, Herb Conaway, Jason Crow, Chris DeLuzio, Maggie Goodlander, Chrissy Houlahan, Seth Moulton, Jimmy Panetta, Pat Ryan, Bobby Scott, Mike Thompson, Derek Tran, and Eugene Vindman issued the following statement:
As veterans, we are outraged and horrified by the killing of a second civilian in Minneapolis by federal agents in less than three weeks. Border Patrol agents shot and killed 37-year-old American citizen Alex Pretti, an ICU nurse at a VA hospital. Video footage and eyewitness accounts of this incident are deeply disturbing and raise serious questions about the use of force.

This tragic killing comes on the heels of the fatal shooting of Renée Good earlier this month, and multiple other documented incidents of civil-rights abuses and excessive enforcement by ICE and CBP in Minnesota – demonstrating a pattern of misconduct that has fractured trust and terrified communities.

In the military, when preventable deaths occur, leaders stand down operations to review/change policies, reassess missions, retrain personnel, and implement stronger safety protocols. The Department of Homeland Security must do no less. Our communities are less safe, and tensions have reached a boiling point.

For these reasons, we call for an immediate stand down of ICE and CBP interior enforcement operations and demand the resignation of the Secretary of Homeland Security. Current leadership has failed to protect civil liberties, ensure accountability, or maintain the public trust.

We also demand full, transparent, independent investigations into these deaths and abuses, and decisive steps to prevent further civilian killings at the hands of federal agents.
This isn’t just about one person, it's part of a broader pattern of federal officials disparaging victims instead of taking responsibility. This is the same playbook used earlier this month in the killing of Renée Good, a devoted mother and U.S. citizen shot and killed by an ICE agent.
Alex Pretti was a US citizen & ICU nurse with no criminal history beyond minor traffic infractions, known by colleagues and loved ones as kind, competent, and devoted to caring for veterans. This latest incident underscores the urgent need for Congress to exercise robust oversight over federal immigration enforcement operations, including clear standards for use-of-force, training, and accountability mechanisms.
My thoughts are with the individual’s family, loved ones, and all those directly affected by this tragedy. Every life lost is a profound loss, and no community should be placed in a position of fear during law enforcement actions.
I am closely monitoring the situation as details continue to emerge. It is critical that there be a thorough, transparent and independent investigation to establish the facts and ensure accountability.
